rapid weight lost/ loose skin

I have a friend that lost about 80 lbs over the year. But she has hanging skin on her tighs, can she get rid os it by toning her body or is she stuck with forever.

Losing weight a little more slowly allows the skin to
shrink a bit more.  We get a new skin lining every 6 months,
maybe in time it may shrink some but she will need to do some
type of exercise like jump rope or running or bouncing on a small
trampoline.  Ever wonder why runners have taut skin even when they
are old?
