I am 18 weeks and carrying very low also. I get a lot of pack pain and also cramp at times. This is my fourth pregnancy but second baby and i too get worried. My dr says it's normal for some women to carry low so try not to worry too much. Call your dr and see what they tell you.
I am 32 weeks now. He kicks all over but I feel the really good ones on my lower abdomen. I think thats ok. All people do what they want and that goes for your little baby. If he feels like he wants to be low, thats where he'll be. I hate that I'm carrying low. I think that makes you look bigger. But as long as he's ok in there, Im happy.

You will carry low at this point, your baby is probably not quite at your belly button. My boys sat low, right on my cervix the whole time, some sit low, everyone carries different. Cramping is normal, but like another gal said, mention it to your Dr. and call if it's unbearable.
