Bumps under skin on the vagina and itchness?

I am about 20-years-old and I am sexually active. I have slightly painful bumps that appear for a while then go away. I am sometimes itchy down there too! I do shave everything, so that could be a cause. Also, the bumps are like little balls under the skin. Only one comes at a time, but in really weird places. Never on the lips I don't think but usually right next to the lips or clitoris. Is this something I should be concerned about? What are the likely possibilities?
