High Blood pressure and miscarrage(miscarriage)

I am 25 yrs old.  Had two previous m/c before I had my son who is now four yrs old and he was two weeks late.  But last week I found out that I probably had a missed miscarrage (miscarriage).  I should have been 11-12 wks along but the sac was still empty in the ultra sound.  Four days after that we got the test results that the HCG blood levels were going down.  At one point my blood pressure was 140/86, two days before the empty sac u/s.  I went to the ER for the blood pressure, but they just monitered the blood pressure and had me take a pregnancy test.  Should they have done an ultra sound or fetal monitoring too....?

Can high blood pressure cause a miscarrage (miscarriage)???
