IVF Transfer HCG level hight then did not change

Two weeks ago I had 3 embryos transfered. Ten days later did a blood test and HCG was 180 and they told me I was pregnant. Two day later did another blood test and HCG was still 180. Now they are saying that my pregnancy failed and come back in two days for another blood test, just in case there is a very very small chance my HCG will rise. Has everyone become pregnant when their HCG levels did not rise right away? I'm very confused and upset.
