Is it Cancer, vestibular papillae or HPV?

Hello! I'm 17, and I've never had sex... however I'm starting to get really concerned. I've never been to the gynecologist but about a year ago, I noticed I had little projectiles that looked like vestibular papillae on my vagina. Although A couple days ago my labia got swollen and it started to itch. Underneath the skin it looks like small white dots. This is very embarrassing for me but I'm very scared and I don't know where else to go to. They're like pimples I guess but then they're not. Sometimes its uncomfortable. I hope someone can help. Thanks.
