Is it a rash?

It;s been about a month and a half since I have been noticing these silvery dry patches around the little hair follicles on my breast. I used to be a little obsessed with plucking the hairs with a tweezer whenever I saw them. I mean , they weren't that visible but I just had a tendency to do so. Now, these follicles are circled or covered with what looks like a dry patch. I tried picking the patch with a tweezer but then it only resulted in my breaking the skin and it lft a dark mark but the patch is still there. Is this follicitis? I don't know what happened. It does not itch  but I know it is not normal. I would like to know what is it and if it can be self treated. This is on most of the follicles and I have also noticed that they have stopped growing.
