Issues with lower area

First off, I've never ever in my life had any sort of sex.  I've seen a guy naked, that's it.  So, some number of years ago I noticed these two golf ball sized bumps on my genitals.  I can push them back, but they immediately come back.  Sometimes they're there, sometimes they are.  Usually there's only one now.  I've come to realize that they're dominate after running, coughing, sneezing, doing squats, military jerks, or anything that exerts similar force or whatever it is called.  About a year ago I could start to feel them.  It wasn't painful, just uncomfortable.  Now it has become slightly painful.  Like a minor pain.
