Nipples are always erect and extremely sensitive to touch

My nipples are always erect (even in the heat of the summer), and they are very sensitive to the touch. They do not hurt and they are not ticklish, but I just feel like jumping out of my skin when my husband touches them.  It is interfereing with my intimate times with my husband, because I am constantly pushing his hands away from them.  Is there something that I can do to make them less sensitive, and not have the "higbeams" on all the time?  I am very self-concious about how I dress, and try to wear baggy shirts, but even layering clothing doesn't completely hide them.

can playing with my girlfriends nipples too much make them less sensitive and make it not feel good anymore?

Your self-consciousness makes me think you may have some negative ideas about your body and sexuality. That could result in anxiety and tension, which in turn would result in the hypersensitivity you describe. I think it might be a good idea to examine what's going through your mind when your partner touches your breasts. Try to stay with the uncomfortable feelings, instead of pushing him away, and see what comes up for you. Consider the messages you got about your body and your sexuality from your family and society. Also, how is your relationship with your partner otherwise? If you can't work through this on your own, seeing a sex therapist would be a great next step for you :-)
