Soar, Red, Occasionally smelly belly button

Im a 16 healthy, not over weight teenage girl and for years and years now I have been on and off getting a soar, red belly button and occasionally it gets smelly. I take special care to clean it and dry it well because it gets soar. If i put detol, betadine or Tea tree oil on it it stings horrible, less so for detol. I am really getting sick of it. Can anyone tell me what it may be? I havnt had any operations and I'm very healthy.
