Probably no  one has a good answer for you.

Does she have a history of swollen ankles or is this new? Does she have a heart problem? Perhaps extra weight? Is she diabetic? All of these things can cause edema in the feet and ankles. The biggest concern right now is the discoloration. She needs to be seen by a doctor soon. Is she keeping her legs elevated? That may help a little but just until she sees the doctor. I can't stress that enough.
