actonel vs. fosamax

I have been taking actonel 35mgs.  It is becoming very expensive to continue to renew this prescription.  I asked my dr. for a generic and was told that actonel does not have a generic but fosamax does.  My new prescription is for fosamax, but at the 70 mg strength.

I thought this was in error and asked my dr.  She advised that actonel 35 mgs is equal to fosamax 70 mgs in strength.  My question is how can this be possible?  One is at 35 mgs and the other is at 70 mgs?
