I have a white discharge. Coming out everyday I am only fourteen. And I haven't got my period yet is that normal to have that discharge and I kinda have a rash or red spot on my vagina area.

The white sticky stuff is normal, unless it starts smelling bad.  But just sticky and mostly odorless or a little salty smelling is normal.

The period only 4 times a year -- are you underweight?  If so, it's possibly affecting your body in a way that is not so good for it.  Even if that is not the reason, as loonie says, it's something to consult the doctor about.

Having your period only 4 times a year is abnormal, so you do indeed need to speak to your doctor about it. Mention the discharge. In the meantime, add some yogurt to your diet. Make sure the container says "live cultures" on it. Activia is the most popular brand, but it's easy to find generic brands that are just as good.
