itchy spot near vaginal opening that bleeds sometimes?

I'm kind of worried about this.  So a few weeks back I began to notice that this one spot right near my vagina was suuuuper itchy and I would absentmindedly scratch it through clothes etc. But it was so itchy and I scratched so much that sometimes it would begin to bleed a bit.  Also, sometimes when I wipe with scratchy public toilet paper it begins to bleed also.
It has continued for near a month now, but sometimes with days between periods of itching.  I can't figure out what sets it off.  I have investigated with a mirror and didn't see any lice (also, the itching is only in one spot so that's probably not it), and I can't see a cut or any hint that anything is different than the skin around it.
Could it be a tiny cut that just keeps getting irritated while it's healing?  Is my skin dry?  Could my hymen be torn??  It's VERY close to my vagina.  I just want to know if it's something I can get a topical cream otc before I bother my doctor with this.  Honestly any help is appreciated!!
