patient legal rights concerning amt. of a certain medicine

does a doctor have the legal right to withhold a higher dose of a specofic medicine: in this case thyroid medicine?

Yes. But I am sure there is a medical reason for such a decision.

Be aware that you can't "chase" the TSH number. From the time you change medication levels, it may be eight weeks before that is reflected in the TSH number.

Yes, as it's doctors who prescribe it at all. They don't have to give you whatever amount you demand.
