You say that you haven't been drinking many fluids recently... that in itself can definitely lead to cystitis (I get cystitis very regularly, and more often than not it is caused by not drinking enough fluids!). So if you do not have access to a doctor at the moment, i would suggest that you increase your fluid intake.
Do not drink sugary drinks, as bacteria will feed off of the sugar, and this may make your symptoms worse. Plain water and Cranberry juice are both very good.
Also, try and resist the urge to urinate so frequently (I know its difficult!). By urinating so often, you are irritating your bladder and urethra, and again this may make your symptoms worse.
If you have access to a pharmacy/chemist, ask if they have any treatment for Cystitis. I know from my pharmacy you can get a sachet of powder (i believe its called "Cystopurin" but I can't guarantee you'll be able to get that), which you add to a glass of water and then drink. It aims to reduce the acidity of your urine, and makes urinating less painful!
I also find that taking a painkiller and putting a hot water bottle across my stomach can occasionally make me feel more comfortable.
Try this for a couple of days. If it doesn't work, I really would suggest seeing a doctor (even though I know you've said you can't afford it) as it is then probably a UTI, and you will most likely need a course of antibioitics prescribed to you.
Please see a doctor if it gets worse, if you have blood in your urine, or if the drinking more/urinating less doesn't work. UTIs can become particularly nasty if left untreated and can spread throughout your Kidneys, bladder etc.
However, I'm thinking it is probably Cystitis.

I hope you're feeling better soon :D
