Usually conditions of heart, kidney, liver or low protein or severe anemia, which cause ankle swelling cause both ankles to swell. Hence if both ankles are swelling then you will need to get heart function assessed by ECHO and EKG, get kidney and liver function tests done and get a complete blood picture for anemia. Low sodium in blood, hypothyroidism and malabsorption syndromes causing low protein in blood have to be looked into. Bruising could be due to fragile spider veins. Deficiency of Vitamin B12, folic acid, or Vit K could be the cause. The swelling could be causing the unease in your legs. Alternatively it could be restless leg syndrome, which is a sleep disorder.
Massaging the legs with warm oil before sleeping and putting a pillow beneath his legs will usually help. Along with it a multivitamin pill should be tried. A warm drink like hot chocolate, milk or soup should also be tried before bed time.
I think you should discuss these possibilities with your doctor. It is difficult to comment beyond this without examining. A comprehensive investigation is required keeping all the points in mind. Hope this helps. Take care!

swollen ankles are usually an indication of retaining fluid, cut down on salt intake and elevate you're feet whenever possible should help, monitor and speak with you're doctor about this problem
restless legs can be a what is called 'restless leg syndrome' and there are medications for this issue if it becomes bothersome
