Coma after brain surgery for cancer

My father had a brain cancer surgery( metastase)on 27th April, (he previously has lung cancer surgery.) in a private hospital. Since the surgery, he is in coma. No movement from limbs and hooked to a ventilator in ICU. The EEG shows he has low level brain activity which means not normal. The doctor ( who is reputedly to be the best) says that he has no clue why he did not wake up. He respond to intense pain. The doctor said he has removed all the tumour and is a successful operation. It is alreay 3 weeks and to see my father 'wasting ' away is heart breaking. I am not sure my father can hear us but he does tear and move his mouth. Another thing is that the hospital cost is mounting by the day. We ( my sister and me) are distraught and lost in terms of what to do for him and the cost. It is not US$40K in total. The doctor just said wait and see but he says my father is unlikely to wake up. I like to know a few things and seek opinion from anyone out there
1) who is responsible for this mess or there is no recourse ( isnt the doctor liable for this??)
2) how do we deal with the cost ( we appeal to the hospital and their reply was to give a token discount)
3)what to do with my father, transfer to a cheaper hospital, send to nursing home, or what
4)how do we children deal with this situation psychologically, emotionally, etc
