Spasticity relief

I am a 51 year old male.  I suffered a hemoragic stroke 4 years ago.  My left side has no feeling and very little function.  Spasticity kicked in about 1 year following the stroke.  Interestingly, it affects me significantly every other day to the point of being painful. The every other day thing seems weird. Any chance this has anything to do with my medicines--clonodine, altace, atenolol, lipitor, paxil?

Also, I have taken several oral meds, with no help.  Next step would be botox or baclofen pump.  Recommendations?
