post stroke recovery

My wife suffered multiple strokes due to a viral encephalitis.

She has lost her eyesight. She can only see Move her legs somewhat, but they are strengthening. Her balance is a problem. She can only sit upright without help for about 5 minutes. Her cognitive skills are ok, with a little short term memory problem. She was in an acute rehab. Now she is in a subacute which is not so good. Insurance thinks she should go home. I think that would only weaken her and she'd lose any progresss made.What kind of therapies would be helpful? Any advice on what I should do?

How long has it been since the stroke and which hemisphere?
