Mild stroke affecting right side of body

My dad is 76 years old and had a mild stroke 2 days after his mother passed away.  The morning of the stroke he woke up and took his high bp medicine and an aspirin. He felt a little numb on his right side and also had problems holding a cup with his right hand.  He wanted to lie down but my mom told him to get dressed and took him to the ER. In the ER the only thing that was done was a mri that showed an area of dried blood on the brain.  A second mri showed an additional area with dried blood and it was determined that he had a mild stroke.  He has been in the hospital a week and has started therapy. His right leg initially had feeling but no strength. His right arm has feeling but he cannot move his arm or fingers. His speech and memory are fine. He remembers dates and family history. He was able to take steps with a walker and advanced to a cane in the same session.  What would determine if he would be able to use his right arm again?  How would one go about trying to retrain the brain?  Thank you.
