Penile adhesion

I have a 9 month old son.  My friend also has a 9 month old son and when she took him in for a check up, the doctor told her her son had penile adhesion and without any anesthesia, ripped the skin back away from the penis leaving the baby just screaming!  After being warned by my friend, I looked at MY 9 month old and fear he also has penile adhesion!  He has a "hidden penis" due to a nice little fat pack near there.  His penis is "tucked" inside most of the time.  I was never ever told or warned that penile adhesion could happen, ESPECIALLY in boys who's penises are tucked in most of the time, and now I fear it is too late!  I've tried to pull back the skin with my fingers, but it looks like it is severely adhered!  Basically, the entire rim of the glans is covered with skin.  What should I do?  I've been doing research and some doctors say to rip it back with no anesthesia at all!  Some say to use a steriod cream and it will release itself.  And still others say to do nothing as some studies show that over time, the adhesion will correct itself.  I'm so torn on what to do!  I just don't think I can bear having his penis ripped apart like that!
