What are some connections with slight tremors (only apparent when doing fine tasks) such as signing his name in an adult male (age between 60 70 yrs of age) diagnosed with Type II diabetes?

Has he been tested for Parkinson's disease? Or seen a Neurologist lately?

Tremor are not usually related to Type 2 DM. Most of the time it is physiologic (anxiety, thyrotoxicosis, medications, heavy metal problem) however you have rule out Parkinson's and neurologic problems.
