Firey red rash on belly button, penis and under arms

My 7 yr old son has had firey red bumps in his belly button for a few months. He says they do not itch. They are close, making it look like a patch.

Now, he has the same bumps under his arms (very large patch) and on his penis.

Last night he developed red (not firey) bumps on his face; just a few dots all over. Again, they do not itch - he didn't even know they were there.

For the last year or so, he's had dry flacky skin under his eyes, in the lash line. It looks like "sleep" but it's his skin peeling. He has a similiar patch now on his scalp - about the size of a quarter.

Are two related? What would be the cause of the firey red bumps and how do I get rid of them?

I'm sorry, but your description doesn't ring any very loud bells.  Red patches could be eczema, but that usually itches.  So do hives.  Flaky skin may be eczema, but if so I can't be sure whether the two are the same or related since I can't tell you what the fiery red spots are.  I'm afraid you'll need to see a doctor in person for this.
