Black/Blue pubic bumps

About a week ago I developed 9 or 10 blackish blue bumps at the bottom shaft of my penis ( where the penis meets the scrotom)  They are about a  millimeter wide. I was having pretty irritating itching in my pubic hair region for a few days and also pretty extreme itching at times on my head hair and stomach hair.. After doing a little bit of research I came to the conclusion that it might be hair body and  pubic lice (crabs). so I applied lice shampoo for a few days straight and the itchiness has gone away but the bumps did not.  I was thinking it was pubic lice or razor bumps or infected hair follicles.  What do u think?  Thanks

Don't know.  The bumps may be small cysts that got irritated.  I suggest you stop self-medicating and leave the spots alone.  If they persist or the itching recurs, you should see a doctor.  You only see body lice in vagabonds or in wartime.  As for pubic lice, if you had them, your partner would have had them too, and should be treated.  You really can't diagnose yourself via the internet, and shouldn't treat yourself based on such 'research.'
