hip subluxation

My daughter has been diagnosed with 40% hip subluxation. She is 5 years old and has hemipeligic
CP. I am not in favor of surgery because I have heard that children with CP who do have hip surgery are no better of than those who don't. Infact by using other alternative methods we can improve the subluxation.
Any input would be appreciated.
