My impression was that this patient had vitiligo, a condition in which the skin pigment goes away.  Except for appearance, there are no other symptoms.  It may affect the groin, among other places, but is not an STD.  Treatments include topical creams and ultraviolet light.  I don't know what treatments my original questioner used, if any.  For proper diagnosis and consideration of treatment, you'll need to see a doctor in person.

Best.
