Unexplained subluxation

I have a 15 year old daughter who back in May dislocated her left shoulder playing football.the dislocation was reduced uneventfully she was placed in a sling for 2 weeks after 2 weeks she began therapy and redislocated that night. She was reduced again very diffcultly though she remained subluxed...days later she had arthroscopic surgery to repair the torn labrum. 4 anchors were placed.3 weeks post surgical in PT-redislocation.Shoulder reamins 30 percent antrior subluxed. numbness elbow down though full motor capabilities deltoid is not responding.MRI of cervial spine,shoulder and brachial plexus normal and EMG unremarkable. She has been receiving Estim She has been in a sling since may 23.On friday the 7th of Sept her left shoulder became unstable and is now subluxed as well. Ortho keeps thinking neuro neuro keeps thinking ortho based on test results....help! what should next step be. Kid is in two slings and a left shoulder brace cant raise arms due to muscle weakness.There is no prior history of disclocation ,3 sport athlete, in good health.I live in chicago.
