Pseudo Bulbar Palsy

I have scaring on right frontal lobe of brain.  MS has been ruled out by my Neurologist.  He ruled it a mini stroke.  I had double vision which caused a series of MRI's and waiting for any other symptoms to surface.  Over a period of about 2 years.  A further xray of the arteries in my neck revealed a past scaring near my brain stem.  It is determined to be scaring only.  
The doctor mentioned the term Pseudo Bulbar Palsy as a possiblity.  Does this mean I have it or is it a wait and see only.  I am being treated for high blood pressure and choloresterol and have begun a exercise program.  I have researced the tern Pseudo Bulbar Palsy.  Is the scaring an indication that Pseudo Bulbar Palsy will develop down the road from the scaring.  My neurologist has recommended another MRI in a year.  Should I be prepared for long term disability at some point or is it impossible to tell.
