Red Cheeks

I am 19 years old and have been experiencing a steady increase in redness on my cheeks for 3-4 years now. I visited a doctor who told me that my problem was due to having fair skin, and that i was being sun burned. He came to this conclusion because the redness is concentrated where my facial hair is not. It borders my mouth to my side burns and underneath my eyes in a solid red area. I have been using neutrogena spf 70 sunscreen for 4 months now and have not had a reduction in redness. My face is constantly red, and becomes even more red when exercising. Once my face becomes flushed the redness remains for some time. I do also become stressed and angered at times and have noted them as possible contributors to the redness. What is your opinion on the source of the problem and what can be done to reduce the redness?
