rehab from fractured tibia/fibia

four &1/2 months after surgery to repair complete displaced fracture of tibia and fibia my son is experiencing very limited mobility in his ankle and can not move big toe and has very little movement in other toes; bones are healing very nicely and he is taking physical therapy with very little progress thus far; what else can be done to promote a full recovery and what could be limiting his ankle flexion up and down as well as limiting movement of his toes? should we consult with a specialist on his problems other than his treating orthopedic whom we respect very much? we are starting to worry after this much time has elapsed. the hardware is still in my sons leg and his dr. does not think this is causing the limited mobility but is more than likely caused from scar tissue around the tendons in his lower leg from the soft tissue injury. can anything be done surgically to free up the tendons if this is true? thanks for your help
