orthotic assessment

Could you please tell me what the following means I recently had an podiatry assessment and they sent me to an orthotist. I have severe mobility problems . The refrral was made because it was thought that improved foot and ankle position may aid proprioception , provide support and improve foot function to help with balance problems.The report says " Mrs **** displayed subtalar joint inversion during heel strike and throughout the mid stance of the gait cycle. There is increased digital flexion and generalised elavated tone.
I dont understand this at all Can somneone explaiin if this is ajoint problem or nerological problem to do with nerve impuses. Thank you
