According to US Government panel guidelines set forth by U.S. Preventive Services Task Force (USPSTF) Jan 14, 2004 :
No routine levothyroxine treatment for patients with TSH levels between 4.5 and 10, but thyroid function tests should be repeated at 6- to 12-month intervals to monitor for improvement or worsening in TSH level. The available data do not confirm clear-cut benefits for early therapy compared with treatment when symptoms or overt hypothyroidism develop.
Hypothyroidism with TSH higher than 10 Levothyroxine therapy is reasonable.
According to AACE Thyroid Task Force 2006 Amended Version,
clinical practice guidelines for the evaluation and treatment ofhypothyroid:
Subclinical hypothyriodism treatment is indicated with TSH 10.
In conjunction with a goiter or positive anti-thyroid peroxidase antibodies or
both TSH between 5 and 10.
The target TSH level between 0.3 and 3.0
