vesicoureteral reflux with two ureters

Hi my daughter is almost four and we got told she had reflux when she was 2 months. well it still hasnt gone away, it ahsnt got any worse nor better, She has a grade 3. We had follow up test done a few days ago 9renalultrasound and vcug) and the results were still the same. now he wants to do surgery, Iam just wondering if i should give her more tim e or have surgery. The doc thinks since it ahsnt gotten any better that it will more than likely not get any better since it has been almost 4 years, Can you please help me determine wether she needs it ? thamks
