long lasting scrotal sore

Hi Doc,
I am M 24. This is my 2nd try to ask a question. I guess I had a razor burn (a sore of 3mm in diameter) near the base of my p**** (actually on the scrotum near the base). After 2 weeks, there was a thin crust on it. I thought it was OK to have sex and I did (condom protected). Immediately after the sex, the thin crust was gone and although I did not see any blood oozing out, there was red-thin-skin visible in that area.
Its been 3 months now, and the sore hasnt healed yet. It is not painful, but red in color compare to the rest of the skin. I've never had a razor sore lasting this long. Could it be because of HIV infected that area and not letting the sore to heal completely?
I havent had any symptoms except that I caught cold immediatly after 2 weeks of sex which lasted for 4 days max. The cold was without any fever or anything else. Is the sore not healing any indication of HIV infection? Do I need to get tested?
Please let me know.

I've had razor wounds taking months to heal in that area, as I've reopened them constantly. I dont think HIV infection delays healing anyway, especially not so early after exposure.
If you remain concerned get a test, its been long enough.
