Could it be herpes?

I had unprotected sex a week and a half ago. I first noticed a small white bump on the shaft of my penis about 3 or 4 days later. Ive been checking myself everyday since then and more have been showing up. There are all very small and painless, white to skin-tone in color. The original bump hasn't grown at all since I first noticed it. I've been having some pains in my legs that feel almost like shin splints but I'm not sure if it's from exercise. I have had some headaches also. Does this sound like herpes? And if not what are other possiblities. Thanks.
