For hours my body will twitch all over and it hurts so bad it drains me of all my energy. My face will also go numb and I will get sharp pains at the nip of my neck. I think it may become worse if I get less oxygen such as singing. My heart will also race. I visited a doctor a while back about it and he ran several tests but didn't find anything. He suggested I see a neurologist. Would you have any clue what this could be or if it needs to be treated?

Your clinical presentation would suggest a pinched nerve or nerve compression at the cervical spine level. However, other disorders, such as hypertensive complications or diabetes, cannot be ruled out at the moment.
It would be advisable for you to consult a neurologist to assess your symptoms.
