Retina detachment - Optic Nerve

Hi
I am Sofia from Chennai, Tamil Nadu, India.
My father had retinal detachment surgery due to sudden loss of vision during his twenties. Later he was able to lead his life till 45 without much problem though there was no vision in left eye.
The vision in right eye was degrading which was diagnosis as Cataract and an operation was done for the same. Later during year 2003, he again had complete loss of vision and when consulted with Sankara Nethralaya (leading eye hospital in Chennai), they mentioned that the problem is due to some nerve contraction and he was advised to have steroid treatment with a neurologist.
He got back his vision after the treatment and was able to identify objects with around 50% of vision till 2006. From 2006 again the vision was degrading day by day and now the perceive of light has also reduced.
I had taken him to many hospitals and I have many scanned reports with me.
Is it possible to study the reports if sent through mail, and advicing regarding the same to know the feasibility of getting atleast 10% vision to lead his rest of his life?
I am anxiously waiting for your response.
