Health Insurance while out of country

Why is it not possible to get health insurance in California while I am temporarily living out of the country? I will be going back in some years and am afraid by then I might be too old or sick to get health insurance at all. So I would rather get insurance now and keep it. Also, I go back from time to time and go to the doctor there so I could use it. But providers won't even give me an estimate, because they say I have to be living in California before I can do so.

I don't think it is up to the insurance company but rather is regulated by the government.
