My Child Cannot Move his Left Arm

Hi,

My child 3 - 1/2 years old cannot move his left arm at his own. I used to have physiotherapy since he was 1-1/2 years old. Some doctor here asked me for his Brain CT Scan (without contrast). I appended below the contents of the CT Scan Report . I wanted to know what:

Contents of the Report

CT SCAN BRAIN

CLINICAL HISTORY: H/o Weakness left side of arm since birth


TECHNIQUE: 5mm cuts are taken for posterior fossa and 10 mm cuts are taken for No IV contrast is given

FINDINGS:

A well defined triangular to quadrangular hypodense are is seen involving right temporoparietal lobe. This is involving both grey / white matter. The other CSF spaces are dilated. There is also focal dilatation of right lateral ventricle with loss of volume. No evidence of calcification is seen in brain. No area of bleed is seen. No midline shift is seen. Posterior fossa is normal. In view air sinuses are clear.

IMPRESSION:

Atrophic changes right cerebral hemisphere with underlaying old infarcts in temporoparietal lobe.

I wanted to know the followings based on above report:

1-What the Report reflects?
2-Is there any cure available for such type of problem?
3-What are chances for recovery?
4-How many time it may take to recover?
5-If cannot recover what other problems / effects (other than movement of his left arm) can my child face in his life to come?

I would appreciate if any one could help me out to answer the above 5 questions.
