Persistant Cough

My 3 year old has had a persistant cough for 4 weeks now and I am not sure what it is from. I am kind of getting worried. She was on albuterol (nebulizer) for 2 weeks...didn't work and now on another breathing treatment for 5 more days along with the albuterol to see how it works. She mainly coughs at night although during the day too. and sometimes whistles when she sleeps (sounds). Should I be nervous? Could it be asthma or just allergies?
