Static Encephalopathy

My 10 year old daughter has just been diagnosed with this about a year ago.
I noticed something when she was about a 1 1/2 years old. The neurologist thought she might of had a congenital stroke in utero for the reason of her right sided weakness.
She has learning disabilities and comprehension problems along with socialization skills.
My question is when I read up on this it says it is caused by FAS. I did not drink nor anything when I was pregnant with her. I was on depakote with her because my dr was afraid I would have a sezuire with the pregnancy since I had history of epilepsy.
Is there any other articles or reasoning as to why she has this?
My ex-husband, her father has another daughter through his re marraige and she was born with a deformed brain and is handicapped. His wife and myself have wondered if at all because he was in desert storm and the chemicals they were exposed to there could of done damage to his genetics?
Any help would be greatly appreciated.
