reash under the eye

my 18 months old daughter got red rash under the eye...doctor asked to apply vaseline and said it will go away by it's own...but vasaline makes it worst...and now it's been more then a month it's still there and not going..i tried lot of cremes like aveeno baby, citaphil, aquaphore, coconut oil, lensinoh, but nothing is working out...so my concern is what it can be..? is it going to hurt her eye..?
