prognosis?

   My 44 y/o husband was diagnosed with penile cancer about a year ago.  He has since gone through 8 surgeries with positive results followed by new growths.  3 months ago, we thought we were in the clear after all of his biopsies and CT scan came back negative, however he felt a lump in his groin a few weeks ago which turned out to be cancer.  So his last surgery included removal of the inguinal & pelvic lymph nodes and a partial penectomy.  While the doctor said it was partial, he has nothing visibly left and had a perineal urethrostomy.  We are planning to follow this with chemo and radiation.
My questions are:  
What is his real prognosis?  The doctor is very optimistic, but the research I find shows a very low survival rate once this type of cancer has metastasized.  
What are the chances of penis reconstruction?  Would it be functional?  Will insurance cover this?
Everywhere I read suggests to seek support groups, however this type of cancer is so rare and  a very sensitive matter, where do I go?
Our doctor wants us to take things day by day, however, I would like to get the big picture.
