Unfortunately there is no single answer here. Which provider is cheapest depends on your circumstances - age, health - and the type of insurance you are looking to get - personal, fmaily, business, low deductible/high deductible etc.. There are a couple of tools you can use - ehealthinsurance.com or netquote.com or USInsuranceOnline.com
