Having Problems with Penis

I am writing this on behalf of my boyfriend:
Symptoms:
Currently: Pain in head of penis on top
Excruciating pain in urination.
In the past, he has had a problem with bleeding from the tip of his penis. Sometimes it was from a cut, and sometimes it was from the inside, but it hasn't happened in months. Always it went away so he would not go to a doctor.
Now for the current symptoms I have searched everywhere on the internet but I can not find any posts that have the same symptoms.
He is 21 years old. The only health problem he has ever had is that he has Gilbert's disease. I lost my virginity to him, and he had sex once before when he was 17, but is always tested because of his Gilbert's disease. I had my test a month before and was perfectly clean. We've been foreign exchange students but are returning in a couple weeks. I just want to check that this is something that he can hang on to a couple weeks until he goes back to his country.
More about problem: It hurts just at the beginning of his urination, then the pain subsides.
Is it an infection? Is there something we can do? Benign?
