Why do you think you can't give and receive oral sex because you have herpes? That's not true! If you yourself have herpes, the only time it's a bad idea to allow your partner to give you oral sex is when you have noticeable symptoms (either an overt sore or lesion, or itching/burning/tingling symptoms, often coming on before a sore). If you don't have these symptoms, then a person can go down on you and it is considered relatively safe. The risk is low enough that they really needn't worry about it. If you have herpes on your mouth, then you don't want to give head to your partner. Otherwise, you are fine to have oral sex.
If your partners get tested and don't have the same type of herpes as you, consider using medication to protect them. You don't say what type you have, though.
