My son has dry skin on his penis. HELP!?

My 9 year old son has some dry skin on the top of his penis near the base. It has cracked but not bled yet. He says it is uncomfortable and itches. It is in the folds. He is circumcised. We've tried applying Vaseline before bed time and now we're trying Hydrocortisone based on recommendations we've seen posted here. He wears boxers, if that helps. He is obviously NOT sexually active and has not yet started having nocturnal emmissions so we do not suspect masterbation yet. Any ideas?

LADY 80% of young kids(boys) by the age of 6 masturbate already, it is proven to be an instinct. hE Should be sleeping with boxing gloves instead of boxers. Jk im joking about the boxing gloves but its most likely is itching because hes been playing with himself.
