In-house (literally) excision of penile growth

I'm a 26 year old caucasion male and approximately 4 years ago, I noticed what appeared to be a small, pimple-like growth on the underside of the corona of the penis.  It looked like a common "white-head" pimple found on the face, about the size of the e at the end of this sentence.  I was not sexually active at the time.  I left it alone for 2 weeks but It would not go away, so on impulse I snipped it away with a pair of alcohol-soaked nose hair trimmers (the kind with the curved scissor blades).  It bled for a good while as you can imagine but I kept it dressed with neosporin until the wound closed up about a day later.  I forgot about it for awhile as it healed to the extent that it resembled a small bump with some subcutaneous discoloration (blackish).  To this day it is only noticible at a specific angle in proper lighting and there is no discernable irritation.  I've told two of my previous family doctors, both of which showed disconcern and didn't bother to examine.  A dermatologist has seen the scar upon examination of a similar yet unrelated abnormality (milia) and did not bother comment.  Is the discoloration dead blood cells?  Will the scar ever heal to normal?  Is there any risk of infection or some other physical manifestation even 4 years after the trauma?  Am I making a mountain out of a mole-hill?

Yes, I think you are.  There is no risk of infection at this stage.  I don't think the scar will ever return to normal, though that shouldn't matter.  Extra growths of skin are common in the area where you said you did the self-surgery.  Now that several doctors have examined the area and found no cause for concern, I think you should forget about it.
