At what age is breast development considered complete and augmentation offered as an option?

The decision for a plastic surgeon to perform a breast augmentation is more dependent on the legal age of consent (usually 18), although exceptions occur.  The FDA considers age 21 as the earliest appropriate age to augment with gel implants.
